To the Council of the Lithuanian Genocide and Resistance Research Centre,
I hereby submit my formal application for the position of Director General of the Lithuanian Genocide and Resistance Research Centre, as announced.

I submit them in that form intentionally. My work has been conducted openly, transparently, and under sustained public and institutional scrutiny for many years.
I am a citizen of the Republic of Lithuania, currently residing outside Lithuania, and I am fully willing to relocate for this position. I further state, without qualification, that I am willing to serve without remuneration if required. My interest in this role is not financial. It is grounded in a conviction that Lithuania’s international standing has been damaged by unresolved historical distortions and institutional evasions, and that the Centre—if re-oriented—can play a decisive role in restoring credibility, legitimacy, and trust.
My grandfather fought for the independence of Lithuania as a patriot. I consider it my own patriotic duty to Lithuania to confront and correct errors of the past, to repair institutional damage caused by historical misrepresentation, and to help place the Centre on a path consistent with evidence, law, and ethical scholarship. This application is made in that spirit.
Qualifications, Familiarity, and Preparedness
I meet the formal requirements for this position with respect to senior leadership experience, academic qualification, international institutional engagement, and subject-matter expertise directly aligned with the Centre’s statutory mandate. My work focuses on genocide documentation, collaboration, resistance narratives, institutional accountability, and post-independence historical governance.
I am extremely familiar with the Centre’s operations, institutional practices, and public outputs, as well as with the professional trajectories of its senior staff. This familiarity is demonstrated across a substantial body of published analysis examining the Centre’s work, methods, and public positions, available here:

My research is based on original archival work and litigation-generated primary sources that do not exist in public or institutional archives. It has been cited, debated, and contested across academic, legal, diplomatic, and media forums. Where my findings are challenged, the challenges do not concern evidentiary authenticity or methodology, but rather their implications for existing institutional narratives.
Five-Year Programme (In Progress)
I wish to note that I have already begun work on the required five-year programme outlining institutional objectives, methodological reforms, and credibility-restoration measures, should I be selected. Elements of this programme have been published and are publicly available, including here:

These materials reflect a structured approach to aligning the Centre’s work with its statutory mandate, international standards of historical research, and long-term institutional legitimacy.
Security Clearance Requirement
I note that the vacancy announcement requires candidates to already possess authorization to work with information classified as “Top Secret,” issued by Lithuanian security authorities, prior to application. As a matter of standard Lithuanian and European public-service practice, such vetting is ordinarily conducted after selection of the winning candidate, not imposed as a pre-application barrier.
As a Lithuanian citizen residing abroad, I cannot independently initiate such clearance absent nomination or selection. Conditioning eligibility on possession of clearance at the application stage therefore operates as a procedural exclusion, not a neutral qualification requirement. I submit this application notwithstanding that barrier in order to place the issue formally on the record.
Declaration of Impeccable Reputation
Pursuant to the Law on the Civil Service of the Republic of Lithuania and the Law on the Lithuanian Genocide and Resistance Research Centre, I hereby declare that:
I have never collaborated, secretly or otherwise, with the security or intelligence services of the former USSR or any other totalitarian regime;
I have never been a member of the Communist Party of the USSR or any affiliated organization;
I have never been convicted of any criminal offense in Lithuania or in any other jurisdiction; and
I am not subject to any legal disqualification from holding public office under Lithuanian law.
No court, academic body, or professional institution has ever found my work to be fraudulent, dishonest, or unethical. Where my work is described as “controversial,” that characterization does not arise from disputes over evidence or method among recognized historians or ethical researchers, but from the implications of documented evidence for administratively maintained narratives.
Transparency, Documentation, and Publication
For completeness, I note that two documentary films examining the Centre’s public conduct and historical positions—J’Accuse and Baltic Truth—are publicly available. Should the Council wish to review these works, I would welcome that engagement.
I also note that I am the author of a forthcoming political textbook, Recognition Without Reckoning: Sovereignty, Continuity, and the Architecture of Historical Evasion, which examines—using Lithuania as a central case study—the institutional mechanisms by which states preserve contested national narratives without disproving evidence. Should the Centre wish to consider serving as a publisher or distributor of this work, including offering it for sale in the Centre’s museum bookshop upon publication, I would be open to such a discussion in the interest of transparency and public engagement.
Procedural Clarification Request
To avoid any procedural misunderstanding, omission, or post-hoc exclusion, I respectfully request written clarification of the application process, including:
Confirmation of all documents required at the application stage and the required form of signature (electronic or handwritten);
Clarification of whether security clearance is required prior to application or post-selection;
Confirmation that Lithuanian citizens residing abroad are eligible to apply on equal terms; and
Confirmation that applications will not be rejected on procedural grounds without notice and an opportunity to cure any alleged defect.
If the Council determines that my application cannot be considered due to the pre-application security-clearance requirement, I request that this determination be provided in writing, with explicit reference to the statutory or regulatory basis relied upon. If the Council determines that my candidacy is otherwise unsuitable, I likewise request that the grounds for refusal be stated in writing, with reference to the criteria applied, so that the decision may stand as part of the Centre’s institutional record.
Should my application proceed beyond the initial stage, I am prepared to submit the completed five-year programme upon request.

Mano senelis kaip patriotas kovojo už Lietuvos nepriklausomybę. Aš laikau savo patriotine pareiga Lietuvai taisyti praeities klaidas, atkurti institucijų patikimumą ir padėti Centrui grįžti prie veiklos, paremtos įrodymais, teise ir etikos principais.
